12 January 2010Secretary-General Ban Ki-moon today voiced concern for the people of Haiti as well as the United Nations staff there after a major earthquake struck off the coast of the impoverished Caribbean nation. “My heart goes out to the people of Haiti after this devastating earthquake,” he said in a statement issued on Tuesday night. “I am receiving initial reports and following developments closely.”The 7.0-magnitude quake reportedly hit south-west of the capital, Port-au-Prince, late this afternoon. The Under-Secretary-General for Peacekeeping said that contacts with the UN on the ground have been severely hampered as communications networks in Haiti have been disabled by the quake.“For the moment, a large number of personnel remain unaccounted for,” Alain Le Roy said in a statement. He added that the headquarters of the UN Stabilization Mission in Haiti (MINUSTAH) in Port-au-Prince has sustained serious damage along with other UN installations.“The Department of Peacekeeping Operations is still in the process of gathering information on the extent of the damage and the status of UN personnel,” stated Mr. Le Roy.MINUSTAH was set up in 2004 and currently has more than 9,000 military and police personnel and nearly 2,000 civilian staff. read more

The police said that the group had been arrested this morning at Muneswaram as they were preparing to head to Australia.They are all residents of Gurunagar in Jaffna, the police media unit said. The Chilaw police arrested a group of people who were preparing to head to Australia by boat illegally, the police media unit said today.According to the police there were 28 men, four women and 9 children.

Security Council urges stronger measures to keep chemical nuclear weapons away from

Meeting to mark the 10th anniversary the adoption of resolution 1540, on 28 April 2004, the Council today adopted a Presidential Statement through which its members called on all States to “step up their efforts to implement [the resolution], focusing on areas where measures taken may be strengthened, with a view to achieving full implementation of the resolution by 2021.”By the terms of resolution 1540, the Council decided that all States shall refrain from providing any form of support to non-State actors that attempt to develop, acquire, manufacture, possess, transport, transfer or use nuclear, chemical or biological weapons and their means of delivery.The resolution requires all States to adopt and enforce appropriate effective laws to that effect. It also requires them to develop and maintain effective border controls and law-enforcement efforts to detect, deter, prevent and combat, including through international cooperation when necessary, the illicit trafficking and brokering in such items in accordance with their national legal authorities and legislation, and consistent with international law.More than 60 speakers are set to address the meeting, “Commemorating the 10th Anniversary of Resolution 1540 (2004) and Looking Ahead.” It was convened by the Republic of Korea, which holds the Council’s rotating presidency for the month as well as the chair of the body that monitors implementation of the resolution, known by the diplomatic shorthand, “1540 Committee.”Briefing the Council was UN Deputy Secretary-General Jan Eliasson, and the meeting was chaired by Yun Byung, Minister for Foreign Affairs of the Republic of Korea.“Resolution 1540 has helped us make important inroads against the proliferation of nuclear, chemical and biological weapons…it has set in motion a great number of steps by Member States,” said Mr. Eliasson, noting that more than 30,000 measures and actions by States implementing the text have been reported to the 1540 Committee.But, of course, this is only part of the story, he continued, noting that there have also been setbacks and disappointments, including the recent use of chemical weapons in Syria.“However, through vigorous diplomatic and administrative action, and by agreement, over 90 per cent of Syria’s chemical weapons have been removed from the country even as the conflict has continued and partly intensified,” said Mr. Eliasson.He also noted that some 20 countries had not submitted a report on their implementation efforts to the 1540 Committee. In most cases, these are countries facing serious economic or social difficulties. “I encourage all Member States that have not yet done so, to submit a first report in this anniversary year of resolution 1540,” he said.“For the resolution to work even more effectively, it must be a global commitment, a global enterprise. It is critical for every country to implement this resolution,” said Mr. Eliasson, explaining that terrorists and traffickers tend to target countries whose customs, borders, imports, exports, ports and airports are less well or poorly monitored or controlled.One promising trend is the preparation of voluntary national implementation action plans. At the recent Nuclear Security Summit in The Hague, 32 countries released a joint statement reaffirming a commitment to submit such action plans to the 1540 Committee. It is an important step forward.“Looking ahead, we hope to see expanded regional cooperation in implementing the resolution, especially since States sharing borders often face similar challenges,” he said, also highlighting the role of civil society in moving the world closer to meeting the goals of resolution 1540.“And by those joint efforts we can come closer to an even more ambitious vision: a world free of all weapons of mass destruction,” declared Mr. Eliasson. read more

Jeremy Lin, the point guard who slept on his brother’s couch as he crafted one of the most dynamic 35-game stretches in NBA history, was allowed to walk from the New York Knicks to the Houston Rockets Tuesday night.The team that gave Lin the opportunity to emerge from a nobody on the bench into an international somebody – even gracing the cover of Time magazine — elected to not match a three-year, $25.1 million offer sheet he signed with the Rockets. So in essence, the player that charged “Linsanity” and the millions of off-the-court marketing and sponsorship dollars walked from the Knicks without the team receiving any compensation.Knicks sources and coach Mike Woodson said for a week that the team would match any offer to retain Lin. And considering Knicks owner James Dolan had doled out enormous money to the likes of Eddy Curry, Larry Brown and Isiah Thomas, it seemed reasonable to assume he would do so to keep Lin, a worldwide phenomenon. A meals on wheels delivery driver has been jailed for life 24 years after he murdered an elderly woman, following a DNA breakthrough.Raymond Kay, 70, from Halifax, exploited 86-year-old Amy Shepherd’s trust to enter her sheltered accommodation in Wibsey, Bradford, on August 2, 1994.While in there, he throttled Ms Shepherd, who never married, using her own tea towel, before ‘in all likelihood raping her’ and then finally killed her by stabbing her in the throat.At the time of the attack he was working as a meals on wheels delivery driver as part of a community order for a road traffic offence. He stole money, a watch and her jewellery then evaded justice for more than two decades.While Kay avoided police detection, a second man – Richard Whelan – was accused of killing Ms Shepherd but was cleared in 2000. A jury took just 50 minutes to return a guilty verdict against Kay.He was caught after police were able to match his DNA with that found at the murder scene when they reviewed the case. His DNA was on the tea towel used to throttle her, and his DNA was also on her body. When arrested on suspicion of murder, Kay – a career burglar with 60 convictions – told officers: “You’re joking.” Bradford Crown Court was told that Kay, 46 at the time, was able to “identify Ms Shepherd as a vulnerable person who he could target to steal from” due to his community order.He had been spoken to by the police during the initial investigation in the 1990s.Sentencing Kay, the Honourable Justice Finola O’Farrell said it was only through the “meticulous preservation” of evidence and “development of DNA analysis” that justice had finally been served.She said: “The violent assault which you then inflicted on her was unnecessary, cruel and grotesque.”Justice has finally been served for Amy Shepherd.”The judge sentenced Kay to life imprisonment with a minimum term of 17 years.Samantha Davidson, from the CPS, said: “This was an horrific and brutal attack upon a defenceless, elderly lady in her own home. Kay targeted her because of her vulnerability, conning his way into her flat and attacking her with shocking force.”In the quarter of a century since her murder, Kay must have thought he had got away with his terrible crime. But he has not. Advances in forensic science provided the scientific evidence needed to convince the jury of his guilt.”One cannot begin to imagine the terror Miss Shepherd must have experienced in her final moments. ASA Lauds AgrEvo Decision to Protect US Export Markets by Delaying Commercialization

Although approved by the U.S. government for domestic planting and consumption, LibertyLink Soybeans have not received import clearances in any overseas markets. The presence of any LibertyLink Soybeans in U.S. export shipments could have resulted in the rejection of such shipments and lost markets for U.S. soybean farmers.”ASA leaders greatly appreciate AgrEvo’s decision to again postpone the commercial introduction of LibertyLink Soybeans, which they had planned for this spring,” said ASA President Mike Yost. “ASA and AgrEvo have been engaged in discussions for months on how best to keep LibertyLink Soybeans out of export channels until approvals for importation and processing were obtained in major export markets. Regretably, however, the complex international regulatory process for biotechnology-derived crops made it clear that LibertyLink Soybeans would not receive import clearances in the European Union and Japan before the 1999 harvest. The United States exports soybeans and soybean products worth $2.5 billion to the European Union and more than $1 billion to Japan annually. Navy Georgia Power Reach Deal for Solar Project at Sub Base Kings

first_img Dan Cohen AUTHOR The Navy this week signed a real estate outgrant with Georgia Power to develop a 30-megawatt solar farm at Naval Submarine Base Kings Bay on the southern coast of Georgia.The outgrant provides Georgia Power, the largest subsidiary of Southern Co., access to 258 acres of land to install ground-mounted solar photovoltaic panels. Energy generated by the project will be routed to Georgia Power’s transmission lines and distributed to its customers. By developing the solar farm on-base, the Navy can physically secure it behind the installation’s fence lines and will benefit from having a new power source close to the base. The project is estimated to represent a $75 million investment.Georgia Power expects to break ground on the project later this summer with the facility coming online by the end of 2016.“This project will contribute to the Navy’s energy portfolio and will also reduce demand for fossil fuel,” said Capt. James Jenks, Kings Bay’s commanding officer. She said that CU is the first university to introduce this modern way of conducting the entrance test. The students will appear for the examinations in specific examination centres allotted by the university. Talking about the final examinations of PG examinations, the VC said for the next academic year, the university will also think about conducting the examinations away from the home centre. Four state police one citizen injured in Cancun ambush

first_imgThe red suburban was ambushed and shot at numerous times injuring a total of five people. The shooting happened at the intersection of Las Torres at La Luna and Cancun Avenues shortly after 9:00 p.m. when the suburban carrying four state police was intercepted by a white vehicle carrying armed individuals who got out and began firing. All four occupants of the SUV were hit by bullets. A fifth person, a man on a motorcycle directly behind the suburban in traffic, was hit in the leg by the gunfire. The two men and two state police women inside the SUV were taken to hospital as was the man on the motorcycle. Those inside the SUV are reported to be members of the Secretaría de Seguridad Pública de Quintana Roo. Injured in the gun fire were four state police including 32-year-old I.M.E., 36-year-old G.A.G., 31-year-old C.C.C. and 22-year-old A.Y.P.C. who is reported five months pregnant.
